Dependent Verification Form for Financial Aid?

On my dependent verification form I put down myself, my sister (going to a community college as well but transferring to CalPoly this fall), my 30 year old brother (still lives at home, doesn't pay any bills, mom still cooks for him, just bought him a new car and pays for his car insurance), and my grandmother (just moved in with us fairly recently, doesn't work). My question is whether it would be incorrect to include my brother and grandmother on the form. Technically it's just my sister and I on my mom's tax returns form under dependent, but on the Dependent Verification form is says "include everyone in your household that your parent pays more than 50% of expenses." Would I be penalized for putting down my brother and grandmother?
