I doubt that it is a lubrication problem. If it were that, it would be hard to turn at all times. Could be a couple of things. Possible problem with the nut causing the string to get stuck. Or maybe a bad tuning machine. If the tuner itself is bad, it may bind when a load is put on it. How old are the strings. They will get to a point where they won't tune anymore. I'd try new strings first. and go from there. Could be time for a tech to look at it.
