Is it legal for a developer to devalue property?

Real estate is a tricky business. We had a really high peek of moment where there was places selling above a million dollars but then it crashed where the value of that house went below 500 thousand because of the economy. Only way to gain your value is to wait and hope the market gets another peak as it did once or just cut your losses.
