Does this gas supply problem just go to show diplomacy doesn't work and its time to use sanctions?

at the end of the day it's Russia's gas, if they don't want to sell it surely it's their prerogative? so how can the eu sue a country for not letting them have a countries own resources? i understand it's bad for those who rely on these imports and all should be done to negotiate to avoid a humanitarian disaster but perhaps this is a wake up call for countries to be more self sustainable? this would aleviate the risks of things like this happening. also europe wouldn't be held to ransom by billionaire oligarch's!
